Malaysia's Tighter Manifest Rules: No K4 Registration, No Loading or Discharge

2026-10-14 / Customs compliance

CMA CGM: no K4, no cargo operations

Royal Malaysian Customs tightened manifest controls for cargo moving in and out of the country's ports from October 2026, and carriers are now spelling out the consequences. CMA CGM's customer advisory is blunt: since 1 October, any shipment without an accurately declared and successfully registered K4 manifest is barred from loading or discharge at Malaysian ports. Booking parties must submit complete, accurate bill of lading instructions at least 48 hours before the vessel's estimated arrival and finalise the B/L — and should avoid changing cargo descriptions or party details inside that window, because amendments can break the manifest filing.

Hapag-Lloyd: K5 for exports, K6 for transhipment

Hapag-Lloyd's notice covers the other two forms. Export cargo from Malaysia must be covered by a valid, complete K5 export manifest, again with B/L instructions due at least 48 hours before arrival at the load port. For cargo transhipping through Malaysia, K6 transhipment manifest data must reach the carrier at least 48 hours before the vessel arrives at the transhipment port. Miss any of these — late, incomplete or inaccurate instructions — and the container stays off the approved manifest, the port refuses loading, and the box is rolled at the customer's expense.

The 48-hour line is a hard cut-off

Both carriers list the same consequences: cargo unable to discharge, held on board, clearance delays, extra handling charges and, in worse cases, customs inspection or detention — all billed to the shipper or forwarder. The timing is awkward: Port Klang's yards are already running at 85–90% utilisation (Oceanbridge, 8 October), so a box that misses its sailing over paperwork will wait longer than usual for the next one.

Check three things before you ship

If your cargo is bound for Malaysia — or tranships through Port Klang or Tanjung Pelepas — confirm with your forwarder that K4/K5/K6 filings are being made under the new rules; work backwards from the 48-hour deadline instead of old documentation habits; and get commodity descriptions, HS codes and party details right the first time so nothing needs amending inside the cut-off window.
